David Wayne Loer was born on August 17, 1944 in Drayton, North Dakota to Walter and Irene (Dawe) Loer. He grew up on a farm near Humboldt, MN.  He moved to Stephen, MN where he started 5th grade and graduated from Stephen High School in 1962 as the class salutatorian.  While in High School, Dave met his future wife, Judith Olson.  They were united in marriage on December 18, 1965.
He attended the University of North Dakota where he received a degree in accounting in 1966. He passed the CPA exam that spring and went on to receive a Master’s degree in accounting in the summer of 1967.
He began his career as an accountant at Brady Martz Accounting, and in the fall of 1967 began work as an accountant at Minnkota Power Cooperative where he continued to work for the next 43 years.
